For decades public health and tobacco control have bludgeoned smokers with the message that smoking kills. And, in order to save one’s life you really only have one choice and that is to quit, or you could die. It’s a stark message, often delivered with moral zealotry and a whiff of authoritarianism.
But what if there is another choice? A choice that reduces harm by allowing the consumption of nicotine in a manner that is magnitudes safer than smoking: there is such a choice and of course we are talking about vaping.
The potential for vaping to save lives is manifest to those in the harm reduction community who have battled so hard against the ill-fated war on drugs.
Joining us today on RegWatch is one such warrior, Harry Shapiro. For over 40 years he’s fought to eradicate the harm caused by ineffective and intolerant drug policy and for the past half-decade, he’s been a leading voice for tobacco harm reduction.

The Canadian federal government announced late last year that it’s moving to restrict nicotine levels in vaping products that are manufactured, imported, or packaged for sale in Canada. The new restrictions that are now up for public consultation are based on the European Union’s Tobacco Products Directive, which sets the maximum concentration of nicotine in vaping products at 20-milligrams per millilitre.
Joining us today to talk about the impact and efficacy of nicotine caps is Lynne Dawkins, Professor of Nicotine and Tobacco Studies at London South Bank University. Professor Dawkins is one of the UK’s leading authorities on e-cigarettes, having published numerous papers on the use, acute effects and delivery of nicotine through vaping products.

Another hammer has dropped on the Canadian vaping industry. The Federal government announced it is moving to restrict nicotine levels to a maximum concentration of 20mg/mL for vaping products manufactured, imported, or packaged for sale in Canada.
For many Canadian vapers, the proposed new limit would slash (by half for some) the amount of nicotine consumed when vaping and (by Health Canada’s own projections) cause some vapers to return to smoking.
In this episode of RegWatch Darryl Tempest, executive director and lead advocate from the Canadian Vaping Association discusses the impact of the proposed nicotine cap and provides a roundup of the fight against flavour bans and vape taxes sprouting up in provinces across the country.
